    Selection Process for CSIR CDRI Junior Secretariat Assistant & Junior Stenographer

    A. Mode of Selection for Junior Secretariat Assistant (Gen./F&A/S&P)

    The selection process for the posts of Junior Secretariat Assistant (General/Finance & Accounts/Store & Purchase) involves the following stages:

    1. Open Written Examination: Candidates will appear for a written exam consisting of two papers (Paper-I and Paper-II). Paper-II will only be evaluated for candidates who achieve the minimum threshold marks in Paper-I, as determined by the Selection Committee.
    2. Proficiency in Typing Test on Computer: This test is qualifying in nature, meaning candidates must pass it to be considered further, but the marks do not contribute to the merit list.

    B. Syllabus and Scheme of Written Exam for Junior Secretariat Assistant (Gen./F&A/S&P)

    Candidates meeting the essential qualifications will be invited to participate in an open competitive written examination followed by a typing test on the computer, which is qualifying in nature.

    • Mode of Examination: OMR-based or Computer-Based Objective Type Multiple Choice Examination.
    • Medium of Questions: Questions will be available in both English and Hindi, except for questions specifically testing English language skills.
    • Standard of Exam: Equivalent to Class XII level.
    • Total Number of Questions: 200 questions.
    • Total Time Allotted: 2 hours and 30 minutes.

    Paper-I (Time Allotted – 90 Minutes)

    C. Norms for Skill Test (Typing Test) for Junior Secretariat Assistant

    The typing test on the computer is qualifying in nature, with the following requirements:

    • English Typing: 35 words per minute (w.p.m.), equivalent to 10,500 Key Depressions Per Hour (KDPH).
    • Hindi Typing: 30 words per minute (w.p.m.), equivalent to 9,000 Key Depressions Per Hour (KDPH).
    • Time Allowed: 10 minutes.

    Candidates will take either the English or Hindi typing test, based on the medium they selected in their online application form. No changes to the chosen medium will be allowed.

    For Hindi typing, the test will use Unicode Hindi Font (Mangal Font) with Remington/Inscript Keyboard layout.

    The evaluation criteria for the typing test are detailed in Annexure-XIII. Any updates or new instructions issued before the test will also apply.

    D. Preparation of Merit List for Junior Secretariat Assistant

    The merit list will be prepared based on the following steps:

    1. The written examination consists of two papers: Paper-I (qualifying in nature) and Paper-II.
    2. Paper-II will only be evaluated for candidates who secure the minimum threshold marks in Paper-I, as set by the Selection Committee.
    3. In case of a tie in Paper-II marks, the tie-breaking methodology will follow CSIR guidelines applicable at the time.
    4. The typing test on the computer is qualifying in nature and does not contribute to the merit list.
    5. The final merit list will include only those candidates who qualify in the typing test, with ranking based solely on marks obtained in Paper-II.

    E. Scheme of Competitive Written Examination for Junior Stenographer

    Candidates meeting the eligibility criteria will be invited to participate in a competitive written examination followed by a stenography proficiency test, which is qualifying in nature.

    • Mode of Examination: OMR-based or Computer-Based Objective Type Multiple Choice Examination.
    • Medium of Questions: Questions will be available in both English and Hindi, except for questions specifically testing English language skills.
    • Standard of Exam: Equivalent to Class 10+2/XII level.
    • Total Number of Questions: 200 questions.
    • Total Time Allotted: 2 hours (2 hours and 40 minutes for candidates eligible for a scribe).

    F. Proficiency Test in Stenography for Junior Stenographer

    Candidates will be given a dictation test for 10 minutes in either English or Hindi (based on the medium selected in the application form) at a speed of 80 words per minute (w.p.m.). The transcription time is as follows:

    G. Mode of Selection and Preparation of Merit List for Junior Stenographer

    The selection process and merit list preparation for Junior Stenographer will follow these steps:

    1. Candidates meeting all eligibility criteria will be invited to participate in the competitive written examination and stenography proficiency test.
    2. The stenography proficiency test is qualifying in nature and does not contribute to the merit list.
    3. The final merit list will be based solely on the performance of candidates in the competitive written examination.
    4. Only candidates who qualify in the stenography proficiency test will be included in the merit list.
    Important Instructions for Recruitment of CSIR-CDRI Junior Secretariat Assistant & Junior Stenographer
    • Applicants must be citizens of India.
    • Meeting the minimum essential qualifications does not guarantee a call for the skill test, written exam, or appointment. If a candidate is found ineligible at any stage of the selection process, their candidature will be cancelled immediately.
    • The decisions of CSIR-CDRI regarding eligibility, application acceptance or rejection, and the mode of selection are final and binding. No inquiries or correspondence regarding these decisions will be entertained.
    • The number of vacancies listed for each category/post is provisional and may change during the selection process. CSIR-CDRI, Lucknow reserves the right to cancel all or part of the advertised vacancies at any stage.
    • Candidates employed in Government Departments must inform their employer and submit a "No Objection Certificate" or "Intimation to the Office" at the time of document verification or when requested. Failure to do so will result in their candidature not being considered. CSIR-CDRI will not accept candidates on lien or deputation basis.
    • Applicants must ensure they meet the essential qualifications and other conditions specified in the advertisement by the closing date for online applications. Candidates should verify their eligibility before applying, as no inquiries regarding eligibility will be entertained. Educational qualifications must be from a recognized University/Institution/Board, and final results must be declared by the application deadline.
    • Candidates from universities/institutes awarding CGPA/SGPA/OGPA grades must convert these into percentages using the formula provided by their institution.
    • If any document or certificate is in a language other than Hindi or English, candidates must submit a transcript attested by a Gazetted Officer or Notary.
    • Applicants must upload PDF scans of original documents, including proof of date of birth (e.g., Matriculation certificate), educational qualifications, caste certificate, experience certificate (if applicable), etc., along with the online application. Failure to do so will result in the application being rejected.
    • If a candidate claims a qualification as equivalent to the one required in the advertisement, they must provide an official order/letter specifying the authority, number, and date under which it is recognized as equivalent. Without this, the application may be rejected.
    • Incomplete applications or those lacking required certificates/documents will be rejected. Any discrepancies between the application and original documents will render the candidate ineligible.
    • If any candidate provides false information or suppresses material facts, their candidature may be cancelled at any stage. Post-appointment, such actions may lead to termination and further action as deemed necessary by the Competent Authority.
    • These posts are local, with the normal place of posting at CSIR-CDRI, Lucknow. However, appointees may be transferred to any CSIR Laboratory/Institute as needed.
    • The application deadline will not be extended due to server failures or technical issues at the last moment. Candidates are advised to submit their applications well in advance, as the institute’s decision on this matter is final.
    • Applicants must provide accurate, complete, and correct information in the online application form. Providing false or incorrect information will lead to disqualification, and CSIR-CDRI will not be responsible for any consequences arising from such actions.
    • The upper age limit, experience, and qualifications will be determined as of the closing date for online applications, i.e., March 10, 2025. Experience in a specific discipline/area will be counted only after acquiring the minimum educational qualifications required for the post.
    • Applications from Government Department employees will be considered only if forwarded through the proper channel, with certification from the employer that the applicant will be relieved within one month of receiving the appointment order, along with vigilance clearance. An advance copy of the application may be submitted before the deadline, but the application through the proper channel must reach CSIR-CDRI, Sector-10, Jankipuram Extension, Lucknow – 226 031 at the earliest.
    • Experience in a trade or area of work, where required, will be counted only after acquiring the minimum educational qualifications prescribed for the post.
    • Selected candidates will be on probation for two years from the date of joining, which may be extended or curtailed at the discretion of the Appointing Authority.
    • Canvassing in any form or using political influence will result in disqualification from the recruitment process.
    • Candidates applying for multiple post codes must submit separate online applications. If multiple applications are submitted for a single post code using different email IDs, only the latest completed application will be considered.
    • The Director, CSIR-CDRI reserves the right to cancel the advertisement or not fill the posts without providing any reason. The number of vacancies is provisional and may change during the selection process. This advertisement does not guarantee that selections will be made, as the process is subject to CSIR instructions applicable at the time.
